如whether 从句作主语，则表语通常为：(It is ) not known yet, (it is) a question...

而that-从句作主语，则表语则应是（it is) a fact 。。。如It is a fact that he will come.
这道题目中出题者（如果认为答案是that的话），没有注意no longer和not的区别。
如果是not, 答案应该是that: 推理如下：
我们不用形式主语，说：Man can land on the moon is a fact , not a question.
人类能登上月球，这是一个事实，不是一个问题。

其实汉语嫌这个主语太长，用了这个“指称”词“这”
所以英语这么说比较好：It is not a question now that man can land on the moon.
但是no longer表示“不再是。。。”，说明“以前曾经是一个问题”，或对有的人（对科学不是很了解的人）而言，是个问题：“Can man land on the moon? Can man land on the Mars? ”
演变过程：
Whether man could land on the moon was a question 40 years ago.
40 years ago, it was a question whether man could land on the man.
人类能否登上月球，这在40年前是一个问题。
但这个问题现在不再是个问题了。
But the question is no longer a qustion now.
But the question is not a question any longer.
But the question whther man can land on the moon is no longer a question now.
Wheter man can land on the moon is no longer a quuestion now.

反过来说，that-从句本来就不是一个问题，哪来的“不再是一个问题呢”，这么说，就说明它曾结是个问题嘛！
所以原题干最好不要用no longer, 改用not
原题分析同上。 追问It depends on the weather whether we go out tomorrow.
此处表示未知，故用whether；
原题“能把旗子插在外太空已经是已知”，表示已知，故用that。
但是，我不知道“我能否成功已经不再是个问题。”和“我能成功已经不再是个问题。”的区别。 回答名词性从句whether-从句是由一个一般疑问句变过来的。也就是说它是一个问题，一个yes/no question变过来的，也就是一个是否的问题。既然说它不再是个问题，说明它是以前是一个问题。
Whether man could land on the moon was a question but it is no longer a question now.
人类能否登上月球（这个问题）以前是个问题，但现在不再是个问题了。
你可以说：我能否成功，这（个问题）在以前是个问题，但现在不再是个问题了。
你可以说：我能成功，这是一个事实。也可以说： 我能成功，这不是个问题。
但不宜说：我能成功，这不再是个问题。（因为前面一句话是个陈述句，本来就不是一个问题！）
