Since the implementation of the housing reform in China in 1998, China's housing prices have risen substantially and continuously. The existence of real estate market bubbles has become the hot topic debated among all circles of society. The outbreak of the financial crisis in the United States, which caused great harm to the world economy, reminds us that we must be keenly aware of the current situation of domestic real estate market, and take prompt and effective measures to prevent and resolve the possible harm that the real estate bubbles burst might cause upon economic development. It is against this background that this paper studies the real estate market bubble conditions in Kunming, illustrated with real cases.
Firstly, through discussion and reference to various previous scholars’ opinions, this paper defined the content of the bubble and the bubble economy. Then by combining with the real estate market characteristics, presented the clear connotation of the real estate bubbles; and analyzed the causes of real estate bubbles and the harm which would be caused by its burst. Using the method of comparison, this paper discussed the advantages and disadvantages of several commonly used methods of measurement of the real estate bubbles.
In order to get relatively objective conclusion, following the principles that the method must be able to reflect the internal rules and characteristics of the forming of the real estate bubbles, and easy for practical operation, this paper selected three categories of indicators - supply, demand, and investment value – to comprise the index system of measurement of the real estate bubbles in Kunming. Specific measurement indicators are: the proportion of real estate investment in GDP, the price versus earning ratio, the renting versus selling ratio. The measurement results show that the real estate bubble index in Kunming is 2.18. That means there are quite serious bubbles in Kunming’s real estate market, and the bubbles as a whole is at the risk area, which the relevant government departments must pay great attention to.
The reasons for the formation of the real estate bubbles in Kunming include factors in both macro and micro aspects. The focused release of residents' housing needs, the support of bank credits funds, the imperfection of housing security policies, the local government’s promotions, the non-standardized real estate market order, herd mentality, and etc. are all the causes of the bubbles. Finally, in connection with the causes of bubbles, this paper gave some corresponding policy recommendations.
