3) economic sub-system
To reflect the overall level of economic development and ability. Resource-based economic development is to achieve the sustainable development of cities in the material foundation, leaving economic development, social development, environmental protection and resource development and utilization of the question. Of the composite indicator of economic development level is the traditional GDP, although it is recognized that use it as the only indicator to measure the level of development is one-sided, but it still is by far the most important of human economic activity reflected in a comprehensive index. In addition the economic structure, economic development, economic development level of capacity is a necessary complement to choose the follow-producing value-added GDP, the proportion of GDP, the proportion of tertiary industry output value,
Fixed asset investment growth rate and so on. In addition, to increase foreign economic ties of the indicators to fully reflect the resource-based cities are facing a situation of economic globalization.
4) The population subsystem
Industrial restructuring is necessary to highlight the people-oriented principle, be achieved through the transformation to promote the overall development of the fundamental purpose. In addition, as resource-based industries rely heavily on non-renewable resource-based one day be depleted, will the other industry; and the development of new industry needs capital, technology, market and other factors than the people factor is key factors. Talent shortage, and by the lack of talent caused by weak technical development, business management, low levels of industrial transformation facing great difficulties. Therefore, can not be purely economic indicators used to measure whether the transformation
Must be reflected by a series of modern urban living standards and quality and quality of the population indicators. As the person involved in a wide range of indicators, where only the chosen are closely related with the industrial transformation of some important indicators.
According to the information and the reliability and accuracy of data collection in order to Tangshan city, for example, designed a degree evaluation index system of industrial restructuring (see Table 4), divided into three, in which a target one, two indicators of four, three level-10, four indicators 33.
2.2 Evaluation of industrial restructuring
Evaluation of degree of industrial restructuring are mainly based on evaluation index data to calculate the transformation of industry index (RZI). Reference to the division of industrial sustainable development degree, the degree of industrial restructuring necessary to RZI in [0,1] range is divided into five categories, defined as follows:
RZI = 0.1 ~ 0.2 high degree of industrial restructuring;
RZI = 0.2 ~ 0.4 higher degree of industrial restructuring;
RZI = 0.4 ~ 0.6 degree of industrial restructuring in general;
RZI = 0.6 ~ 0.8 degree of industrial restructuring, weak;
RZI = 0.8 ~ 1.0 degree of industrial restructuring, weak;
Evaluation of industrial transformation, the indicators should be identified according to their meanings into different levels, using AHP statutory right out of the number of individual indicators. For each indicator according to the size of its value compared with the standard to determine the score out of it and finally calculated the various subsystems RZI and total system RZI.
RZI size depends on the size of each sub-index and the component weights, RZI smaller, indicating more severe degree of industrial restructuring; Bi for the resource-based industrial transformation of cities constitutes a degree of sub-index value, here as a resource, environmental, economic, population of each subsystem; to the corresponding weight.
2.3 Case Study
The data in Tangshan City in 1996 as an example, industrial transformation and Evaluation. According to model calculations presented above RZI index (see table 2), the transformation of Tangshan in 1996 the need to index of 0.48.
Tangshan City, 1990-2003 will also be given industrial transformation index (see Figure 2), in which data from the Statistical Yearbook of Tangshan City, or calculated with the actual basic line.
Tangshan City Industrial Development in 1990 to 1991 in the industrial transformation and the necessary high degree of state since 1992 has been in a steady state of industrial transformation and the necessary degree of moderate to 2000 in a better state of industrial development. As a resource-based cities, Tangshan no lack of resources hampers economic development, all thanks to "take precautions" as soon as possible to carry out industrial restructuring. Tangshan City, now belongs to a low degree of dependence on mining (in 2001 and 3.89%), economically developed areas [per capita GDP of 143.79 million yuan. Can be seen by constructing the transformation of industry-degree evaluation system using AHP Evaluation of industrial restructuring,
Is an objective evaluation model feasible.
3 Conclusion
Evaluation index system of industrial restructuring is targeted to develop the characteristics of resource-based cities, and the indicator system to solve what right from the resource-based assessment of the status of urban industrial development issues, and other cities in the evaluation index system of industrial development as compared to the resource Cities in this special area of industrial development and make more rational assessment of the situation is conducive to industrial transformation of resource-based cities found that the real source of the main factors determining the transformation of industry, in order to grasp the transformation of a reasonable opportunity to formulate measures to provide a reasonable transition basis.

3)economic subsystem

economic subsystem is used to indicate the comprehensive level and abilities of the economic development. Economic development is the physical foundation of the resource-based cities' continous improvement, without it there's nonsense to discuss the social development, environment protection or resource development. GDP, a traditional comprehensive indicator for the level of economic development,is widely used to evaluate the economic activity so far although people come to realize the one-sidedness of this sole criterion for development. In addition, economic structure and viabilities should be adopted as the indispensable complement for the economic development level, as well as the proportion of alternative industrial added value and the third industrial output value to GDP. Besides, external economic linkage index should be added to fully reflect the global economic situation the resource-based cities are facing.

4)population subsystem

Industrial transition should highlight the principle "people-oriented", and aims foundamently at the all-round development of human-being. Further more, the non-renewable resources based on which the resource-based cities make their improvement will ultimately be exhausted, makes the consequense of industrial transition; compare with the capital,technical and market factors, the demographic factor is the key factor. The telents shortage along with the weak technical development capacity and low-level operating management which due to the telents shortage is the obstacle in the way of industrial transition. Therefore, economic index shouldn't be used as the only criterion to evaluate whether the transition should be taken, instead, a series of indicators which can reflect the level and quality of the modern city life as well as the population quality is needed. Since the indicators about population range over a wide field, here, we just adopt a part of important index which relate closely to industial transition.
Take TangShan as an example, we establish a system of evaluation for the industrial transition(depend on the reliability and accuracy of the data). The evaluation system is divided into three grades, one indicator for the first grades, four indicators for the second grades, 10 indicators for the third grades, and thirty-three indicators for the fourth grades.

2.2 Evaluaion of the industrial transition
The level of the industrial transition is evaluated according to RZI caculated from the assessing data. Refer to the grades of sustainable development, RZI is divided into 5 grades within[0,1].Difinition is following:
RZI=0.1~0.2 higher level of industrial transition;
RZI=0.2~0.4 high level of industrial transition;
RZI=0.4~0.6 moderate level of industrial transition;
RZI=0.6~0.8 low level of industrial transition;
RZI=0.8~1.0 lower level of industrial transition;
To evalutate the level of the industrial transition, the selected indicators should be divided into different grades according to its meaning, and every indicators must be given its weighting factor using AHP method. Then, compare the indicator value with the standard to determine its grades. At last, figure out the RZI of every subsystems to get the RZI of the whole system.
The value of RZI is determined by the value and the weighting factor of each subsystem's indicator. The lower the RZI is, the higher level the industrial transition is.Bi为资源型城市产业转型度子系统构成指标值,这里为资源、环境、经济、人口各子系统; 为相应的权重。(BI是从哪里来的?什么为相应的权重?没怎么看明白)
2.3 Case analysis
Take the data of TangShan in 1996 for example to evaluate the level of industrial transition. Firstly, calculate RZI according to the model mentioned above, the RZI of TangShan in 1996 is 0.48, similarly, the RZI of 1990-2003 is obtained. The datas involved derive from TangShan statistical yearbook or is calculated, and is in line with the practical situation.

1990-1991: TangShan's industrial transition is at a high level.
since1992: TangShan's industrial transition is beginning to reach a moderate level.
2000: TangShan got its low level.

The metrials aboves fully reflect that, due to the industrial transition for a rainy day at an early date, TangShan has successfully avoided the resource shortage-caused economic slowdown. TangShan is now at a low level of mining-relied, and belongs to a developed district. TangShan's per Capita GDP is 143,790,000 RMB. It is thus clear that it's a viable evaluation model built by the method of establishing a body of industry-transition evaluation systems and using AHP to analysis.

3 Conclusion

The industry-transition evaluation system, fomulated especially for the resource-based cities, has solved the problem-in which aspects should we study to evaluate the development degree of resource-based cities. Compare with the evaluation systems in other cities, it is a more reasonable system in favor of discovering the deeper roots and factors of the transition, applying the reference for seizing the right moment and taking a reasonable action.
