Class A: the company is state-owned enterprises or government agencies;

1) the third party testing proved -- in our communication with the half month, so far, has not clearly informed of their embassy on third party testing demonstrated that the specific requirements, including the certification, certification of contents and so on; but at the same time we also consulted a number of certification companies such as SGS, to understand the third party testing demonstrated similar time-consuming (about 15 working days), the testing fee is very expensive (such as the European Union standard testing proved that, the price is about $650.)
2) marine insurance -- must be by the China Insurance Company issued cargo insurance policy, based on our order is FOB terms, shipping insurance will produce additional cost ($100)
3) I mentioned above in 5 files, the requirements in every authentication when, in addition to produce these files, but also must to these document authentication (legalized).That is to say, coupled with the packing list, will produce very high certification cost a total of $2700 ($450 * 6)

3) The embassy requires present the above 5 certificates and all the certificate should be legalized when conduct the authorization each time. that means, including paking list, the certificate fee will be increased to $2700(450*6)
Besides, the embassy told us that at the begininging of their new policy implementation, there are may some confusions exsit. that is to say, when applicant submit the above certificates, the embassy may refuse because of other reasons, but all the fees can not be returned.
That is all the information we got from the embassy. we know that the certificats are the essential conditions when consignee conduct customs clearance, but i believe you must get the idear that there are difficulties in documentation authorization, so we'd like to know your suggestions.
